How to Dispose of Asbestos in Scotland

Last updated 16 October 2026Written and checked against current HSE guidance

In Scotland asbestos waste is special waste, regulated by the Scottish Environment Protection Agency (SEPA). Of Scotland's 32 councils, 14 take some household asbestos at a named site, 15 take none and 3 publish no clear guidance. We arrange asbestos removal and collection across Scotland, with a free quote.

What is different about asbestos in Scotland?

The rules for working with asbestos are the same as in England and Wales. The rules for the waste are Scotland's own. Here, asbestos is special waste, and the Scottish Environment Protection Agency (SEPA) regulates it.

The same across Great Britain

Different in Scotland

  • Asbestos waste is called special waste, not hazardous waste.
  • SEPA regulates it. A firm that moves it needs a consignment note with a code issued by SEPA. That's the form that records what the waste is and where it goes.
  • A firm that takes waste away is called a registered waste transporter. The law behind the older term, registered waste carrier, was replaced in Scotland on 1 November 2025.

One piece of advice doesn't change at the border. If you think something in your home is asbestos, leave it alone and get professional advice before it's removed or disturbed. That's what NetRegs says, the guidance site SEPA runs with Northern Ireland's environment agency.

If you'd rather take it yourself, this is what the councils do. We checked every council's own pages, most recently on 11 October 2026. 14 of the 32 take some household asbestos at a named recycling centre, transfer station or landfill site. 15 take none, and 3 publish no clear guidance.

  • The cities. Threeof Scotland's four largest cities take none: Edinburgh, Aberdeen and Dundee. Glasgow takes only small household items, at one site, and only once a booking request is approved.
  • Booking. Most councils that take asbestos ask you to book or phone before you travel. Several take it at one site only.
  • Charges. Two publish a charge (Aberdeenshire and Na h-Eileanan Siar). South Ayrshiresays there's no charge for householders. The other 11 publish no household price, so ask.
  • Home collection. We found no Scottish council that collects asbestos from homes.

Across the UK we found 30 councils and waste authorities that take no household asbestos at all. 15 of them are in Scotland.

Council schemes are for small amounts that have already been taken down and wrapped. For anything more, or anything still in place, we arrange the whole job.

For your own council's site, limits and booking rules, look it up in our council disposal guide. Type your council's name, or choose Scotland to see every council.

Asbestos disposal in Shetland, Orkney and the Western Isles

We arrange asbestos removal and collection across Scotland, including the islands. Tell us where you are and what you have.

If you'd rather take it yourself, each of the three island councils names one site that takes some household asbestos. Each asks you to get in touch first. This is what their own pages say, as checked on 11 October 2026.

Shetland Islands

  • Shetland Islands Council accepts asbestos at the Gremista Waste Management Facility, Lerwick.
  • It must be double wrapped in plastic, you must contact the weighbridge office for access to the asbestos skip (the facility is on 01595 743960), and the page says a SEPA note is required.
  • Staff are not able to unload waste for you.
  • The council's commercial waste page adds that you must give 3 days notice before disposal and that it will not accept special waste without a completed SEPA consignment note; it does not say whether the notice period applies to householders, so ask when you ring.
  • The council's published asbestos cement charges at Gremista are labelled for commercial and industrial customers only and it does not publish a householder price, so ask what you will be charged.
  • The bulky uplift service cannot collect asbestos.

Orkney Islands

  • Orkney Islands Council takes only bonded asbestos, generally corrugated cement roofing sheets, and only at Bossack Recycling Centre, Tankerness.
  • It does not accept other types, including friable (loose) asbestos, asbestos insulation board or asbestos lagging, which must be handled and disposed of by a specialist licensed contractor.
  • All bonded asbestos must be double wrapped securely in 1000 gauge plastic sheeting or placed in sealed bags of the same gauge: any other packaging may result in the load being rejected.
  • Packages must be of a size and weight you can easily handle alone, because staff cannot assist with unloading.
  • For up to six sheets no advance booking is needed, and a householder can transport a small amount (up to a car boot full) without a special waste consignment note.
  • For more than six sheets you must pre-book by calling 01856 861219, and larger loads also need a special waste consignment note from SEPA.
  • The council asks you to contact it before you visit to confirm the site can accept your load on the day.
  • Sites are for domestic use only and if you arrive in a van or with a trailer you may be asked to show a hire agreement.
  • The council gives Bossack opening times as Tuesday to Friday.
  • It does not state a price for household asbestos.

Western Isles (Na h-Eileanan Siar)

  • Comhairle nan Eilean Siar lists asbestos as prohibited waste at its Household Waste Recycling Centres and says it can be disposed of at Bennadrove Landfill Site.
  • Its asbestos page says small quantities of asbestos roof sheeting may be accepted at Comhairle sites, but you must contact your nearest waste facility first for advice on what they require: Bennadrove Landfill Site is on 01851 822673.
  • The same page says asbestos is Special Waste in Scotland, has to be disposed of by a licensed waste carrier at a licensed site, and that all movements need a Special Waste Consignment Note, so ask the site and SEPA what paperwork a householder needs.
  • Disposal is charged, even for a householder doing DIY work: the 2026/27 fees list Special Waste (Asbestos etc) at £315.00 per tonne plus landfill tax of £130.75 per tonne, before VAT.
  • Ask what a small load will cost when you ring.
Official page

The three councils don't describe the paperwork in the same way. When you phone, ask the site what it needs from a householder.

Can you remove or dispose of asbestos yourself?

It depends on the material first, and on your council second. HSE's advice to the public is not to repair or remove asbestos yourself unless you've had training. It strongly encourages using trained professionals.

  • Higher risk materials. Sprayed coatings, lagging and insulating board should only be removed by a contractor licensed by HSE. That's a removal job, in Scotland as anywhere else.
  • Asbestos cement. The hard grey sheet on garage and shed roofs is usually work that doesn't need a licence, as long as it's handled carefully and not broken up. It's also the type a council is most likely to name. Orkney, for example, takes only bonded asbestos, generally corrugated cement roof sheets. See our guide to asbestos garage roofs.
  • The waste. If you produce asbestos waste at your own home, you don't have the paperwork duties a business has. You must still hand it only to someone authorised to take it, and the law on fly-tipping still applies.

Intact cement sheets shouldn't be broken up. They should be double wrapped in heavy polythene and labelled. Most councils that take asbestos publish their own wrapping rules, so read your council's entry before you start, and ask if it gives none.

The method is in our guide on how to wrap and transport asbestos safely.

Who is allowed to take asbestos away in Scotland?

If you pay anyone to take asbestos away, they must be a registered waste transporter. In Scotland the register is SEPA's. A firm whose main business is in England or Wales registers with the agency there, and SEPA says that registration is valid in Scotland.

The Scottish Government's duty of care code, published in March 2026, puts the check on you. Waste from your home must only go to a registered transporter, and you should confirm that before you hand anything over.

The code sets out three checks:

  1. Ask the firm whether it's a registered waste transporter.
  2. Confirm the registration is valid on SEPA's public register.
  3. Ask where your waste is going.

The code also says to be wary of waste services that are unrealistically cheap. If your waste is later found fly-tipped and you made no reasonable checks, you may share liability with the fly-tipper.

On paperwork: when a firm you hire removes asbestos from your home, the firm counts as the producer of the waste, not you, under the special waste rules. All special waste produced in Scotland must move under a consignment note carrying a SEPA code. Ask for a copy as your record of who took it.

Any firm that carries waste as a business must be registered. That includes the firms we pass asbestos disposal work to.

What are the penalties for fly-tipping asbestos in Scotland?

The fixed penalty for fly-tipping in Scotland is £500.

A case that goes to court can end in prison. The maximum sentence is higher for special waste, which asbestos is: up to five years.

That's why checking the transporter matters. It's how you show you took reasonable steps if your waste is ever found dumped. If you'd rather not carry that risk, ask us for a free quote.

Are there grants for asbestos removal in Scotland?

We found no national grant or free removal scheme. In a written answer in May 2023, the Scottish Government told the Scottish Parliament that asbestos removal isn't eligible for Home Energy Scotland grant or loan funding.

The same answer gave one exception. Fuel poor households may get help with part or all of the cost where asbestos has to come out as part of an energy efficiency job. That's under the Warmer Homes Scotland and Area Based Schemes.

If you're having that work done, ask the scheme. Otherwise, a free quote is the place to start.

Key takeaways

  • Check your own council first: fewer than half of Scotland's councils take household asbestos.
  • Phone or book before you travel, and wrap it the way that council asks.
  • Leave lagging, sprayed coatings and insulating board to an HSE-licensed contractor.
  • Check the firm on SEPA's register before you hand anything over, and ask where it's going.
  • Ask for a copy of the consignment note when the asbestos leaves.

Frequently Asked Questions

Can I dispose of asbestos myself in Scotland?
At a council site, only where your council takes it. Of Scotland's 32 councils, 14 take some household asbestos at a named site, 15 take none and 3 publish no clear guidance. Those that take it set their own limits, and most ask you to book or phone first. Where yours takes none, we arrange a collection.
Will the council remove or collect asbestos for free in Scotland?
We found no Scottish council that describes collecting asbestos from a home, and none that describes a removal service for home owners. Council tenants should ask their housing office. One council, South Ayrshire, says there's no charge for householders who bring asbestos to its site.
Is asbestos classed as special waste in Scotland?
Yes. Special waste is Scotland's legal term for what England and Wales call hazardous waste. Waste with more than 0.1 per cent asbestos in it is special waste. It mustn't be mixed with other waste, and a firm that moves it must use a consignment note carrying a code issued by SEPA.
Is it illegal to remove an asbestos roof yourself in Scotland?
It depends on the material. HSE says sprayed coatings, lagging and insulating board should only be removed by an HSE-licensed contractor. Asbestos cement roof sheets are usually non-licensed work. Even so, HSE tells the public not to remove asbestos without training, and strongly encourages using trained professionals. We arrange removal across Scotland.
Is it illegal to bury asbestos in my garden?
Don't bury it. In Scotland it's an offence to keep or manage waste in a way likely to cause pollution or harm to human health. The law sets a penalty for doing that with household waste at your own home. Buried asbestos is also left for whoever digs there next.
Are there grants for asbestos removal in Scotland?
We found no national grant for it. In May 2023 the Scottish Government told the Scottish Parliament that asbestos removal isn't eligible for Home Energy Scotland grants or loans. It said fuel poor households may get help with the cost where removal is needed as part of an energy efficiency job under its schemes.
When was asbestos banned in Scotland?
On 24 November 1999, the same day as the rest of Great Britain. There was no separate Scottish ban. The rules that banned white asbestos, the last type still allowed, were made under health and safety law covering England, Scotland and Wales. Asbestos already in a building was allowed to stay.
Who regulates asbestos in Scotland?
Mainly two bodies. The Health and Safety Executive (HSE) regulates work with asbestos and grants the licences for higher risk work, as it does across Great Britain. The Scottish Environment Protection Agency (SEPA) regulates asbestos waste. Your council decides what its own recycling centres will accept.
Do you cover the Scottish islands?
Yes. We arrange asbestos removal and collection across Scotland, including the islands. Tell us where you are and what you have, and we'll be in touch with a free quote. Shetland, Orkney and the Western Isles also each name one council site that takes some household asbestos.
