The duty to manage asbestos

The duty to manage asbestos applies to non-domestic premises, and to the common or shared parts of residential blocks — not to individual private homes. Under Regulation 4 of the Control of Asbestos Regulations 2012, The dutyholder (whoever is responsible for maintenance and repair) must find or presume the asbestos, assess and record its condition, plan how to manage it, and tell anyone who could disturb it. This applies to commercial premises, rented housing and public buildings across Cambridgeshire.

Disposing of asbestos in Cambridgeshire

Cambridgeshire does not accept asbestos at recycling centres, but runs a permit-and-bag scheme for small quantities of cement-bonded asbestos (equivalent to two roof sheets or less) that a resident has removed from their own home. An admin fee of £14.85 applies (bags, permit and disposal are otherwise free), limited to once per 12 months. Supplied bags are 2.59m × 1.37m; contents must be sealed with industrial tape and the permit is valid six weeks. Demolition or improvement waste needs a licensed contractor.   • It cannot go in a normal skip or household bin.
  • It must be double-wrapped in heavy-duty polythene, sealed and clearly labelled as asbestos.
  • It must be transported by a registered waste carrier to a permitted (licensed) facility.
  • The movement must be documented with a hazardous-waste consignment note, kept for three years.

Asbestos removed by a contractor is business waste and cannot go through a household waste route — it must go to a permitted facility with a consignment note.
