The duty to manage asbestos applies to non-domestic premises, and to the common or shared parts of residential blocks — not to individual private homes. Under Regulation 4 of the Control of Asbestos Regulations 2012, The dutyholder (whoever is responsible for maintenance and repair) must find or presume the asbestos, assess and record its condition, plan how to manage it, and tell anyone who could disturb it. This applies to commercial premises, rented housing and public buildings across Devon.
Devon's recycling centres accept small amounts of bonded, household-origin asbestos only, and there is a charge. The limit is 10 sheets/bags (sheets up to 3m × 1.5m), double-wrapped in tough plastic and sealed with duct tape — site staff cannot help load it. It is accepted at nine named sites only (including Exeter, Barnstaple/Bideford, Newton Abbot and Tiverton); ring 0345 1551010 to check availability for large sheets.
