Higher-risk work where exposure is not sporadic or low-intensity. Must be carried out by an HSE-licensed contractor and notified to HSE on form ASB5 at least 14 days before work starts.
Examples: sprayed asbestos coatings (limpet), pipe and thermal lagging / insulation, loose-fill insulation, most work on asbestos insulating board (AIB).
Mid-risk work that does not need a licence but must be notified. Must be notified to the enforcing authority before work starts (no minimum notice period), with warning notices and health records kept.
Examples: removing a whole textured coating (Artex) using steam or gel, removing asbestos paper-backed floor tiles, larger asbestos cement jobs where fibre release is higher.
Lowest-risk work on firmly bonded materials in good condition. No licence or notification required, but the work must still be done safely under the Control of Asbestos Regulations 2012.
Examples: asbestos cement roof sheets, guttering and water tanks in good condition, bituminous products, textured coatings in good condition, gaskets and rope seals.

In West Yorkshire the rules vary by district and nearly all require an appointment. Kirklees (Emerald Street) and Wakefield accept limited bonded asbestos free by booking; Bradford accepts it at Bowling Back Lane by booking; Calderdale takes up to 8 sheets a year at Halifax; and Leeds accepts it only at the Kirkstall transfer station by appointment, where a charge applies. Asbestos removed by a contractor is business waste and cannot go through a household waste route — it must go to a permitted facility with a consignment note. When we carry out the work in Huddersfield, safe disposal to a permitted facility is handled for you.
