Only a little, already taken down? What Hampshire says

Hampshire

In Hampshire, cement-bonded asbestos sheet is accepted at five sites, Andover, Basingstoke, Efford, Netley and Portsmouth, up to 15 sheets (each no bigger than 1200mm by 600mm), and you must phone the site in advance to pre-book.

The full rule
  • All visits to a Hampshire recycling centre must also be booked as an appointment, giving the household address the waste comes from.
  • It is free within your household DIY waste allowance, then £12 for each sheet or part sheet, card only.
  • A commercial type or larger vehicle may need a recycling centre permit, so check before you travel.
  • Wrap whole sheets securely in plastic sheeting and double-bag small or broken pieces.
  • Southampton's own recycling centre does not accept asbestos, so Southampton residents use one of the five.
  • Greater amounts and other types need an asbestos removal contractor.

Portsmouth's own pages add: Portsmouth City Council's bulky waste collection does not take asbestos. Its recycling centre pages do not mention asbestos and refer to Hampshire County Council for accepted materials. They add that appointments open up to 7 days in advance and that a commercial vehicle needs a permit, which allows up to 12 visits a year.

Asbestos Services Across Portsmouth

Portsmouth is a tightly packed naval port city in Hampshire, and its buildings reflect both that and its wartime past. Rows of Victorian terraces sit beside post-war rebuilding after the bombing, inter-war and post-war housing and the buildings of the naval dockyard. Much of this was built before asbestos was banned. So asbestos can be in homes, flats and business buildings across the city.

We arrange asbestos surveys, testing and removal across Portsmouth, through the specialist contractors we work with. That includes Gosport, Fareham, Havant, Waterlooville and nearby Southampton. Whether you're improving a terraced house, managing flats as a landlord or refurbishing a business, the safe first step is the same. There's no reliable way to spot asbestos by sight, so have anything suspect surveyed or lab-tested before work starts.

We cover the PO postcode area across Portsmouth and the surrounding towns.

Portsmouth's buildings and asbestos

88.4% of properties in Portsmouth were built before 2000

That's 83,270 of 94,250. Asbestos wasn't fully banned until 1999. Only a survey or a test can tell you about one property: do you need an asbestos survey on a house?

More about the buildings around Portsmouth

Around 88.4% of the housing in Portsmouth predates the 1999 asbestos ban, which is high, so age alone puts most local property in the bracket worth checking. The largest group was built between 1900 and 1939. Property from this period was built before asbestos use peaked, so where asbestos is present it usually arrived with later work: post-war repairs, added textured coatings, new outbuilding roofs and heating upgrades. That later work is common enough in housing of this age that it still needs checking before anything is disturbed. The largest group by type is terraced houses, 46.1% of 94,250 properties. In terraced housing the materials that turn up most often are textured coatings on ceilings and walls, insulating board around fireplaces, airing cupboards and behind boilers, and asbestos cement in outbuildings, garage roofs, gutters and downpipes. The next largest group is flats and maisonettes at 39%, which puts part of the risk in communal risers and ceiling voids rather than inside any one home. By period, 27% were built before 1900, 16.4% between 1919 and 1939 and 11.3% since 2000. None of that tells you whether a particular property contains asbestos; only a survey or a laboratory test can.

If your property was built or refurbished before 2000, it may well contain asbestos. It wasn't fully banned in the UK until 1999. It often turns up in roof sheets, textured coatings like Artex, floor tiles, pipe lagging and insulation board. The only reliable way to know for sure is a professional survey.
